The infamous fodder scam or the animal husbandry
department
scandal in Bihar seems to have become a red-rag for the
Janata
Dal in Parliament.

Any mention of the issue leads to a slanging match between
the
Dal and BJP-Samata Party as witnessed today. But there
was
renewed confidence in the JD benches with a few Bihar MPs
over
enthusiastic to display their loyalty towards the party president
and Bihar chief minister, Mr.Laloo Prasad Yadav.

Mr.Ram Kripal Yadav, representing Patna went to the extent
of
moving towards the well threatening the BJP members only to
be
persuaded back to his seat by the parliamentary affairs minister,
Mr.Ram Vilas Paswan.

The continuing repartee, shouting and hooting forced the former
prime minister, Mr.Chandrasekhar, to express his displeasure
at
the way the House was functioning. An apology on behalf of
Mr.Paswan saw Ms Rita Verma of the BJP resume the
mention of
fodder scandal in her speech.

Ms Verma's efforts to quote from the Supreme Court order on
the
scandal again provoked loud protests from the JD.Mr.Srikant
Jena
referred to the privilege motion he had moved against
Mr.Fernandes when he 'misquoted' the judgment in the last
sitting
of the House when it debated on a vote of confidence in the then
BJP government.

The opposition by JD members was too much for the Bihar
Peoples
Party MP, and an ally of the Samata party, Mr.Anand Mohan
Singh,
to swallow. And he stood up and shouted his lung out with
Mr.Pappu Yadav and other matching him. No amount of
direction
from the chair and pleadings moved him. He made full use of
the
opportunity to warn and threaten the Dal benches. Finally,
Mr.Nitish Kumar had to intervene and force the BJP MP to sit.

The BJP leaders refused to concede the point and argued that
the
matter was not sub-judice as the court had given its judgment.
The JD MPs, were in no mood to relent.
