Where is the proof?

Sir,- Kuldip Nayyar stated in the Opinion column (April 16) that the Gujarat attacks were planned. Here is his statement, ``This scheme of exterminating a particular community had been prepared long before Godhra and would have been carried out even without the gruesome Godhra incident''.

The following questions are for Mr. Nayyar and he owes it to the public and concerned citizens to answer the questions. 1) What was the scheming, 2) When was it prepared? 3) By whom? 4) Who was having the plan until now, 5) From where did he come in possession of the plan? 6) Why did he not share the information through your columns earlier, as he is doing now? 7) Why should he wait for one long month to ``unveil'' it? 8) If, he was in possession of the secret plan he ought to have shared it with the authorities and the intelligence. Did he do it? 9) If so, when and with whom did he share it? 10) What was the reaction of the authorities? If he did not share the information with the authorities what was the reason? Failure to do so is synonymous with conniving with the criminals, 11) He should be asked to swear before a sitting Supreme Court judge owing to the nature of his allegation and the horrendous nature of atrocities, 12) He should be thoroughly interrogated whether he was really in possession of the information, 13) From where did he get it? Who was the source? 14) Who was the informant, 15) Was it from across the border? Alternatively, from within India? Can he substantiate all this with any proof? 16) In France and other European countries those who are in possession of sensitive information about the impending danger to the state and its citizens must share it with the authorities promptly. Failure to do so will invite the wrath of the state. If Mr. Nayyar had `shared the secret information' before the Godhra incident he would have prevented the carnage that followed. Since he has failed as per his admission, he owes an explanation to the nation.
