Jammu Kashmir Vichar Manch today accused the State Government for holding the  minorities of Nadimarg village, where 24 Hindus were gunned down by the terrorists recently, hostages, after not allowing them to leave for Jammu and participate in the Tenth Day and other religious rites of their slain relatives to be held on Tuesday.

The Vichar Manch leaders Messrs Ashok Kangan, H L Bhat and Bhushan Lal Nadimarg in a joint press conference alleged, that the relatives of the victims who lost their kith and kin were not being allowed by the state administration to leave for Jammu. The four families who had left yesterday were forced to return by the police from Khanabal in Anantnag while they were on their way to Winter Capital, they added.

Mr Bhushan Lal Nadimarg who was a part of four member delegation of the J&K Vichar Manch to visit the ill fated village, soon after the carnage, on his return, here today, held the State Government totally responsible for the killing of the members of the minority community, in Nadimarg.

Ridiculing the Government claims, he termed, the police and terrorists nexus as a reason for this dastardly and inhuman act. Had this not been so, the Police personnel manning the village, who were fully equipped with sophisticated weapons, would not have surrendered before the terrorists, without firing a shot.

Lambasting the Union Government, he said, the Deputy Prime Minister, Mr L K Advani, who holds the portfolio of Home Ministry can not be also absolved of this responsibility.

The Kashmiri Pandits were in a dilemma as Centre has been blaming the State and State to Centre for the security lapses, said Mr H L Bhat.

He also warned those self styled KP leaders who were camping in Valley to persuade these victims not to leave the Valley. "They have to come here to participate in the religious rites as per traditions of the Hindu Dharma and no body on earth can change it", he added.

Turning tables on the State Government, Mr Ashok Kangan said the killing of 24 innocent Hindus at Nadimarg village was the backlash of the return formula of the coalition Government.

The Pandits in Valley have lost their total faith in the state administration, as they failed to prevent the massacres of hapless community, since 1989, he added .

Mr Nadimarg said, the village has been converted into a fortress by the security forces now, but nobody came to the help of the poor villagers when they called for it while being paraded by terrorists.

He alleged that the authorities of the both Pulwama and Anantnag districts refused to deploy the forces in the village though requested by the the villagers, who had stayed their for last 14 years of turmoil. But they were apprehending the attack as the information was leaked by some police personnel, who were manage the village, he added.

This was conveyed to Mr Advani on his visit to the village, by the survivors, he said, adding the people pinpointed the officers by name, before the Deputy Prime Minister, who dodged them in deploying more police personnel.

He urged the Central Government to constitute an Inquiry Commission to probe and fix responsibility. It should be ascertained, how the terrorists seized the arms and ammunition from the police personnel and paraded the victims in front of the same House where the cops were camping.

Disputing the Government claims that all the militants were foreigners, he said had no local support been there how the terrorists would have come to know about the names of persons whom they chased room by room in their houses.

He said the one youth who put himself in chimney of the house after sensing the danger heard the conversation of the terrorists for about half an hour and when they could not find him any where in the house they murmured Sala Bag Gaya Hoga he might have fled.

He said even after the carnage no officer stayed in the village next day after the fall of dusk including the SDM Shopian and it was only when the administration came to know that Deputy Prime Minister, was visiting the spot next day they converted it into a fortress.

He warned serious consequences if the relatives of the victims were not allowed to leave for Jammu to participate in the religious function while demanding elaborate security for the remaining KPs in other parts of the Valley.

He also lambasted the so called Human Rights organizations for maintaining calm over the killings.
