Dated: Phalgun Shukla 14Thu, 2064 V.S., i.e., March 20, 2008 CE

HON'BLE PRIME MINISTER OF BHARAT
DR MANMOHAN SINGH JI
PRIME MINISTER'S OFFICE
152, SOUTH BLOCK
NEW DELHI -110 01

Hon'ble Sir,

All Glories to Maa Bhaarati!

All nations of the world know that Red China - historically only a Yajmaan (client) country of Tibet - had, in 1950 CE, by exercise of the law of the jungle, i.e., 'Might is Right', attacked and captured Tibet - historically the sovereign country of the Purohit (priest). Though the Government of India had, at that time, accepted Tibet as an autonomous region of China, but the people of Bharat and the people of Tibet never reconciled to this criminal act of China. The people of Bharat regard Tibet a sovereign country over which China has forced its suzerainty and which has been struggling for independence for the last 60 years. In this struggle, the Tibetans have never taken to the path of violence. They have been taking forward this movement along the path of non-violence shown by Lord Buddha and Mahatma Gandhi.

Recently on March 10, 2008, when the Tibetan people, under the leadership of Lama Monks, held a peaceful Satyagraha for their rights in their capital Lhasa, the Red Army of China opened indiscriminate fire on them, in which, according to some sources, over a 100 Tibetans were massacred. The movement has not yet calmed down and the Government of China has proclaimed people's war against the Tibetan masses. "People's War" is in fact a euphemism for 'guerilla warfare' in Mao's lexicon. It entails that now the Red Army of China would drag out the Tibetan people from their homes and torture and torment them. The outreach of this movement of Tibetan independence is for the first time seen in rural areas of Tibet also.

Bharat has been extending its moral support to people fighting for their rights all over the world. But, unfortunately, in the context of Tibet, the Government of India has been dittoing the Chinese line, and even in Bharat the Tibetans are being disallowed to peacefully demonstrate against the Chinese atrocities.

In this hour of trouble imposed upon Tibet by Chinese Government, it is our considered view that the Government of Bharat should unequivocally tell the Government of China to stop perpetration of all barbarities on the Tibetan people and hold talks with His Holiness the Dalai Lama to find out ways & means for a peaceful solution to the Tibetan problems. It is also our view that the World Health Organization (WHO) of the United Nations Organization (UNO) should take into its hands the work of providing medical treatment to persons injured in this pogrom orchestrated by the Red Army. The Government of Bharat should also raise in the United Nations this issue of pogrom by the Chinese army against the Tibetan people. You would recall that China occupied a huge chunk of Indian territory in the 1962 war. The Ambassador of China claims Chinese sovereignty over Arunachal Pradesh even sitting in Delhi and the Chinese Government formally registers its protests over your visit to an area well within the Indian territory!

In spite of such misconduct of the Chinese government, the non-action of the Government of India is very much disappointing. You are the Prime Minister of Bharat and Bharat has a history of glorious traditions. We are hopeful that you would act to uphold that glory and tell China to refrain from whatever it is perpetrating in Tibet. The Government of Bharat should tell the Government of China in clear terms that it regards Tibet as an independent country which is for the time being under Chinese slavery due to trauma of history. However, in any case, China is bound by a promise for autonomy of Tibet. It is hoped that, the Government of India would put pressure on China to respect this covenant.

Thanking you,

Yours in service of
Maa Bhaarati,

Sd
(ASHOK SINGHAL)
President

HER EXCELLENCY PRESIDENT OF BHARAT
SMT. PRATIBHA DEVISINGH PATIL
RASHTRAPATI BHAVAN,
