The meeting of the Akhil Bharatiya Pratinidhi Sabha of Rashtriya
Swayamsevak Sangh was held at Reshimbag, Nagpur on 14, 15 and 16
March 1997. The following is the text of resolutions it adopted on
Kashmir, North-East and on the drift in Indian economic situation:

On Kashmir

The statements that are issued and the steps being taken by those
who have come to power following the recent Assembly elections in
Jammu and Kashmir, are fraught with grave danger and have posed a
question mark on the accession of Kashmir to Bharat itself. It
seems that these people do not want to learn anything from history.
The appointment of a Government Committee headed by Dr Karan Singh
to examine the question of 'autonomy' and a further proposal to
form sub-regional councils on the basis of demarcation of their
areas adjoining Kashmir valley is just a sign of this dangerous
mind-set. The process of settling tens of thousand of Muslim
families from Kashmir in the Jammu region and granting them migrant
facilities is already underway, as part of the plan of carving out
Greater Kashmir and render the Hindus in the Jammu region also
subservient to Muslim hegemony.

Where the other States, demand for greater autonomy is just limited
to decentralisation of administrative and economic powers, the cry
for greater autonomy in the context of J&K is clearly for its
separation from Bharat. While someone dangles the carrot of a
little less than azadi (freedom) some others have advocated the
return to the pre-1953 status to that state. The present state
Chief Minister has even suggested handing over to Pakistan of its
illegally occupied part of Kashmir. It appears that some retired
military commanders also have endorsed this suggestion of the Chief
Minister keeping in mind a limited view of the present ground
situation. However such a step will not only result in whetting
the appetite of the aggressor but also step up its design for
achieving its often declared objective of gobbling up the whole of
Kashmir. It will seriously dampen the nation's morale besides
affording a legal sanction to its illegal occupation of a part of
our country. It will close all options before our country to take
steps in the light of the unanimous resolution of the Parliament.

The Pratinidhi Sabha calls upon our people to clearly realise that
reverting to the pre-1953 status would only result in reverting to
the condition of "do Vidhan, do Nishan and do Pradhan" (Two
Constitutions, two Flags and two Heads of State). It amounts to
taking away the jurisdiction over that state from the Supreme Court
and the Central election Commission, and ending of the
constitutional right to impose the President's Rule during the
times of Emergency and of the Comptroller and Auditor General of
Bharat. In brief, it is only designed to gradually dismember that
state from the rest of the country, ultimately turning it into a
theocratic state.

In the considered view of the ABPS, the solution to the Kashmir
problem lies not in conferring grater autonomy to it, but in
removing the special rights granted under Article 370 and
integrating it with Bharat on strong and firm foundations. Article
370 not only causes confusion concerning Kashmir's accession with
Bharat, but under its pretext the state continues even to deny to
the citizens of Bharat the right to own property and exercise their
franchise in Assembly or in any local self government election
inspite of their long stay in the State.

The argument indulged in by some that Article 370 is the joining
link of that state with Bharat is just an attempt to hoodwink our
people and shut out the truth that it is, in fact, an instrument of
separatism. It is also an indirect insult to the patriotic Muslims
of Kashmir and needs to be scrapped forthwith. It is to achieve
this that Dr Shyama Prasad Mukherjee had sacrificed his life. Our
valiant jawans have shown exemplary heroism and shed their blood to
defeat all such machinations to break-up the oneness of Kashmir
with Bharat. The ABPS strongly opposes all such designs calculated
to nullify and insult their valour and martyrdom and calls upon our
patriotic people to stand united in resisting such parochial,
communal and divisive policies that go under the garb of autonomy,
and maintain the rightful traditional status of the whole of
Kashmir which has been since times immemorial an invisible limb of
Bharat culturally, constitutionally and legally.

Explosive North-Eastern situation

The ABPS expresses its grave concern over the explosive situation
developing all over the North-Eastern states. Since it's very
beginning, the RSS has been of the firm view that happenings there
are not mere sporadic eruptions caused by some immediate
provocation but as a further outcome of the unfoldment of a
well-planned long term conspiracy. The plans evolved in the
forties and fifties by the then Muslim leaders and Christian
Missionaries separately to convert the plains into Muslim majority
areas, and the hilly regions into Christianity, has already
succeeded to a dangerous extent. As on now, out of 23 four
districts of Assam have become Muslim majority districts and the
Muslim percentage Ns risen sharply, upto 35 to 50 per cent in six
other districts. So also, Nagaland, Mizoram and Meghalaya have
already become Christian majority states. And now, the missionaries
have set their eyes on Manipur, Tripura and Arunachal Pradesh as
their next targets. This has been made possible owing to the
short-sighted and directionless political leadership of our
country. They have turned a nelson's eye towards the continued
infiltration of Bangladeshi Muslims and have refused to appreciate
the political designs and implications of proselytisation.

In furtherance of these objectives, moves such as establishment of
secessionist outfits in these different states, their strategic
training in Mayanmar and Bangladesh by ISI of Pakistan, supply of
modem sophisticated weapons to them, collection of 'taxes' from the
general public in the name of the secessionist-run parallel
governments, provoking ill will and conflicts between different
castes and tribes, instigating the tribes to agitate for the
establishment of separate states under the garb of preserving their
so-called identity and to foist Roman script to replace Bharatiya
scripts in order to widen the chasm, abductions, extortion
killings, bomb-blasts etc., have all become the order of the day.

The ABPS is deeply anguished to see that the Central and the State
Governments are neither serious about curbing infiltration nor
putting down terrorists with an iron hand. On the other hand, the
Prime Minister's statement made in Davos, offering to talk to the
insurgents without any preconditions is bound to prove counter
productive. Some of the states are even secretly hand in glove
with them. The ruling party in Assam has already thrown into cold
storage the problem of infiltration, dependent as it is for its
very existence on the support of the Muslim MLAs from the
infiltration infested areas. With the result, the secessionists
have been afforded a free arena, turning the situation in the
entire North-East explosive. The people in general have become
terror-striken, troubled and helpless and developmental activities
have come to a stand-still.

The ABPS strongly urges the Central and the State Governments to
desist from viewing the threats posed to the unity and integrity of
the country in the North-East from a purely partisan angle, and
urgently initiate the following steps in the national interest:

(1) Accord topmost priority for protecting the life and property of
the people by curbing the secessionist and terrorist elements with
a firm hand, Not to-bold talks with them without their surrendering
arms and accepting the Constitution. Way should be paved for those
young men who unconditionaly want to return to the correct path.

(2) Step up vigilance on the international border, plug all
channels of smuggling of narcotics and weapons, stop further
infiltration and initiate measures to identify and deport all
post-1971 infiltrators. Towards this end, scrap the IMDT (Illegal
Migrants Detection by Tribunal Act) 1983 applicable only for Assam,
which is loaded with the self-defeating factor of placing the onus
of identifying the infiltrators upon the legal citizens themselves
living within a 3 Kilometer radius and further, after paying the
prescribed fees!

(3) Secure firm and unambiguous assurance from the Mayanmar and
Bangladesh Governments for curbing all the anti-Bharat activities
from their soil. Persuade Bhutan Government to take steps for
removing all such anti-Bharat activists from its soil.

(4) Undertake integrated economic development of the region so as
to ensure gainful employment to every able-bodied person there.

(5) Check the enormous flow of foreign funds to the Church and
Muslim institutions, being used for proselytising and other
anti-national purposes.

The ABPS hails it as a heartening sign that many intellectuals and
newspapers of the North-East have come out openly criticising the
so-called ideology of secessionism. They have rejected it as not
only impractical but also detrimental and suicidal for the
socio-economic development and peace and order of the region. One
more vital aspect they are emphasizing is the need for
strengthening the age-old traditional cultural unity amongst all
sections of our people, Many of our janajati brethren also hare
started realising that the real threat to their identity comes from
the Christian Missionaries. The ABPS assures them that the whole
country stands solidly behind them in their struggle against the
separatist anti-national forces and foreign-fed Christian
Missionaries.

The ABPS exhorts the present situation with courage and
discrimination and make the people in general realise that the
ultimate guarantee to the security of the entire North-Eastern
region lies m that the Hindus, rising above all sorts of
differences, remain united and maintain their absolute majority all
over there.

Second war of independence

The ABPS expresses its serious concern about the drift in the
Indian economic situation in the name of liberalisation and
globalisation. An indication of such a drift is quite evident by
the statements made in England and America by our Finance Minister,
in which he has extended warm invitation to trans-national
companies to invest money in Bharat and reap profits uninhibited,
just like the predecessor East India Company. ABPS feels that such
an exhortation is a humiliation and insult to all those freedom
fighters who had struggled long and hard and laid down their lives
with a view to putting an end to the British colonial regime and
East India Company which had jointly bled and impoverished our
country. It is a mockery of all those nationalist entrepreneurs
and industrialists who strove hard with all their resources, skill
and courage, inspired by the spirit of Swadeshi in those adverse
days of colonial oppression.

This kind of invitation also amounts to dishonouring the talent,
intellect and achievements of our scientist in recent and present
times viz. nuclear explosion without foreign assistance, building
our own super-computers, launching successfully the missiles 'Agni'
and 'Prithvi', setting the satellites in orbit, flying our own
bomber jets, producing cryogenic engines entirely on our own. This
shameless attitude is nothing else but the result of inferiority
complex imbibed by our leaders because of Macaulay's system of
education which has distorted their mind into believing that this
nation cannot progress without the crutches of foreign capital and
technology. ABPS holds this defeatist mentality as the one biggest
hurdle in the all-round progress of our nation.

Because of this mind set alone, the Indian Government has signed
the GATT Agreement, though till now good luck has prevailed that
this agreement has not been ratified by the Indian Parliament.
Though the Indian Government had declared from the house tops time
and again that m no would they allow any new aspects for discussion
at the Ministerial Conference scheduled to be held at Singapore.
However, the Government has affixed its signature without batting
an eyelid on such an a which would certainly endanger the economic
sovereignty of our nation.

As per this Agreement any MNC can establish industry in any sector
in any member country of WTO and the host country will have to
compulsorily not only permit but also extend all facilities and
treatment to them at par with the local ones. Resultantly, MNCs
can bring capital from abroad at an interest rate of 7-8 per cent,
enter the consumer market and capture the markets by devouring all
domestic companies which will have to raise capital at an interest
rate of 15-18 per cent. Even now this development is very much in
vogue in some sectors for the benefit of foreign companies. Indian
Government has not only opened up hitherto reserved items viz.
cereals, rice, poultry feed, biscuits, cold-drinks, ice-creams etc,
for foreign participation but has expressed its willingness to
accept phase-wise 75 per cent foreign equity in these sectors too.
This detrimental step will in turn strangulate our small scale
industries which presently provide employment to 3 crore of our
countrymen. It is amusing to note that those very leftists who used
to tom tom about their commitment to the interests of labourers
have lodged just fake protest against these hurting provisions
which promote the interests of foreign companies and also aggravate
unemployment and have ultimately, succumbed to serving their own
petty partisan ends.

ABPS also takes serious note of one more adverse impact of the
Singapore Declaration. As a result of this agreement, the
Government would have to import, irrespective of national needs,
food grains upto 3 per cent of total national consumption much
against the interests of Indian farmers. Recently the United Front
Government has under foreign pressure exported wheat at the rate of
Rs 740 per quintal and sold it in the market at a subsidised rate.

After the Patents Laws, which are in the offing, come into effect,
Indian farmers would become increasingly dependent on MNCs for
seeds and would have to pay the price as dictated by the foreign
companies. Foreign companies may well try to monopolise the market
of herbs and medicines whereby prices of medicines will shoot up
manifold. Bio-diversity will also be immensely damaged. Only a few
variety of hybrid seeds will thrive destroying thousands of
varieties of national plants and organisms.

ABPS is gravely concerned about the undue haste exhibited in
permitting indiscriminately the foreign companies to enter the
field of infrastructure like energy, telecommunication etc, posing
a serious threat to Indian interests. In the power sector, though
BHEL, because of its high standards of technological expertise and
efficiency, has been successfully, competing and garnering many
prized contracts abroad also, the Government has cold-shouldered it
and is inviting foreign companies in that sector by providing 16
per cent counter-guarantee benefits etc. The Government is engaged
surreptitiously in selling away other successful plants and
companies also, one of the recent, victims being the mammoth power
project at Anpara in Uttar Pradesh. The experience of Algeria in
this regard should serve as a grim warning in this regard. The
Algerian Government had to throw out the concerned foreign
telecommunication company, cancelling all the previous contracts,
since it used to pass on to France all informations concerning the
cabinet decisions within half an hour.

Once again, the ABPS alerts the nation about the international
institutional arrangements like World Bank, International Monetary
Fund World Trade Organisation etc, which are only instruments to
capture the resources and markets of Third World Countries and hand
them over to the super-powers to save their decaying capitalist
economics. The strategy starts with offering of loans in the name
of development, and dictate terms after making such countries
thoroughly indebted. India is already, groaning under a heavy load
of foreign debt to the tune of 3 lakh crore of rupees.

ABPS demands:

1. That foreign companies should not be encouraged and promoted at
the cost of Indian talent and capable, not only in the consumer
sector but also in fields such as energy, communication, mining,
insurance, agriculture, atomic energy etc, and also in the field of
culture and education.

2. That there be moratorium on incurring further foreign loans
under Article 292 of Indian Constitution.

3. That a Commission for controlling foreign influence be
constituted which should publish a comprehensive paper within 3
months on the impact of foreign influence in various spheres of
Indian economy viz, foreign capital, technology, management, etc.

The Pratinidhi Sabha exhorts all our patriotic countrymen to fully
participate in this Second War of Independence by mounting -
organised resistance against which are tendencies pushing the
country into the abyss of economic subjugation. The Pratinidhi
Sabha also appeals to our countrymen to defeat the machinations of
foreign forces by reviving in our lives the mantra of Be Swadeshi,
Buy Swadeshi'. It also appeals to our nationalist intelligentsia
to take initiative in evolving an alternative model of development
conducive to our Indian ethos, traditional genius and talent after
a thorough national debate on the 'Swadeshi Concept of
Development'.
