There is bad news for all those who have been cheering and
advocating the so-called "Gujral doctrine" as well as the
starry-eyed practitioners of "track-two" diplomacy both of which,
in essence, envisage India making unilateral concessions to
recalcitrant neighbours, especially Pakistan.

Hilal, which according to the Karachi-based daily, The Nation, is a
joint publication of the three wings of the Pakistani military
establishment and the Public Relations Directorate of the
Inter-Services Intelligence (ISI), has poured vitriol and spewed
venom at those advocating peace between India and Pakistan. The
scathing attack is directed at protagonists of peace both in
Pakistan, who have been described as traitors, as well as in India,
who have been described as Hindu zealots.

While it is true that Mian Nawaz Sharif has adopted a softened
stance towards India, there is little reason for New Delhi to react
with too much optimism and rush to Islamabad with an olive branch.
After all, the Pakistani military establishment carries a lot of
weight and wields tremendous clout in the making of that country's
foreign policy. Unless the military establishment falls in line,
little can be expected in terms of tangible or lasting peace
between Pakistan and India. This simple facts seems to be lost on
those who are actively pushing the "Gujral doctrine".

In a lengthy editorial dedicated to the issue of peace, W" has
launched a no-holds-barred attack. first on woolly-headed peaceniks
in Pakistan and then on India. Indians and Hindus. The editorial
is clearly aimed at inciting anti-India feelings in Pakistan,
unleashing a hate campaign against the moderate political class in
the portals of power in Islamabad and instigating communal ill-will
this side of the border. It is entirely possible that the Public
Relations Directorate of the ISI has circulated copies of Hilal or
its editorial in India through its agents.

The New Delhi-based information agency, POT, has got hold of a copy
of the Hilal editorial. Since the Government is either ignorant of
it or has chosen to ignore it, the text of the editorial is being
published here. The people of India can decide for themselves
whether this is an opportune moment to go knocking at Pakistan's
doors and offer them unilateral concessions ranging from relaxed
visa restrictions to declaring the LoC as the border to withdrawing
from Siachen.

The text of Hilal's editorial follows:

"A certain group of people has contracted the 'jaundice' of
Indo-Pak friendship. This 'sick group' considers that the only
cure of its disease is to submit to the nefarious designs of India,
ignoring the Hindu mentality and perverted nature of Indian
communalism. They are more than willing to ignore past crimes and
present conspiracies of die-hard anti-Muslim Hindu leadership.
They are even prepared to sacrifice the ideology of Pakistan,
national honour and religious values to achieve their ill-agenda.

The activists of this group frequently float the idea of resumption
of trade with India, exchange of cultural troupes and waiving of
visa restrictions. They have grown bold to the extent that they
want armed forces of Pakistan to lay their arms before the
hegemonic proposal of the Indian rulers. This group of perverts
conveniently forgetting 60.000 martyrs, more than two lakh maimed
and thousands of gang-raped Kashmiri women, wants to accept 'third
option' of independent Kashmir, Line of Control as permanent
international border arid Siachen for Kashmir.

Even the dishonourable example of Yasser Arafat and the subsequent
hopelessness of the Palestinians have failed to open their
jaundiced eyes. They exalt the western intellectuals and professors
who propose 'Oslo-type Yasser-Israel' parleys on Kashmir. The
members of this group, only to satiate their 'travelling and
free-shopping' urges, stay at Pakistani five-star hotels or at some
Indian hill station to justify lavish expenditure on their personal
whims, and to please their foreign masters, ridicule and criticise
the Pakistan armed forces, the jehad in Kashmir and the peaceful
atomic programme of Pakistan.

It is painful to observe that activists of this group also included
such elements whom the Pakistan Army gave a respectable place and
status in its hierarchy and who still draw handsome pensions from
the national exchequer. Their activities can create misgivings
between the Kashmiris and the Pakistan Government.

Besides-this group, a number of local and foreign NGOs have
mushroomed across the country. These so-called organisations have
set up the 'business' of seminars to receive foreign funds and reap
untold profits. However, till todate they have miserably failed in
carving a 'respectable place' in Pakistani society and mainstream
politics. They are not even accepted in their own countries and,
therefore, cannot influence Pakistan's policies on Kashmir, Siachen
and nuclear programme.

People all over the world are now aware that the Kashmiris are
shedding their blood in the Valley for wresting their right to
self-determination from the clutches of Hindu imperialism. They
will continue their freedom movement till Kashmir is liberated.
Pakistan is naturally attached to the Kashmiris religiously,
emotionally and geographically and these ties cannot be severed by
any plot and foreign move. By the grace of Allah, the proud sons of
the soil will never allow any Pakistani or foreign group to
sabotage their stand on Kashmir, Siachen, nuclear programme and
will counter any anti-Pakistani move. No Cohen (Prof Stephen
Cohen, US expert on South Asia) or Jagmohan formula will be
accepted and no one will be allowed to play havoc with the interest
and honour of the country for personal gain.

'Hindu Hooligans'

And now the Pakistan-India friendship.

The patriotic people of Pakistan ask those Indian-paid organisers
of culture troupes. actors, musicians and singers, who are
extra-enthusiastic to enter into friendship with India that do they
know or remember what the Hindu hooligans did to Muslim women
during Partition? And the Indian security forces are unleashing
the same 'nightmare' on the Kashmiri women, can they bear the same
'ultimate degradation' perpetrated against their own sisters, wives
or daughters? Can they forget the gory past and extend a hand of
friendship to the criminals of humanity who should be tried in
court for committing unspeakable war crimes? Can they ignore what
they read in history books, heard from their elders who migrated
from India and make friends with Hindus, trust Hindus who never
accepted Pakistan as a separate sovereign Muslim state? People
enter into friendship with other people of high principles and
honour and the Hindus not only lack these high principles they have
nothing worthwhile in their character to claim themselves as human
beings.

Indian President's Address

A few months back, the Indian President addressed the concluding
ceremony of golden jubilee celebrations of Military Academy at
Dehra Dun. A few retired Pakistani generals, who were trained in
this academy before Partition, were also invited. These generals
had defended their motherland against Indian aggression in the last
three wars. The Indian President, benefiting from the rare
occasion. said that both India and Pakistan have common values and
traditions and both the neighbours can make these values and
traditions a base for friendship and strengthening bilateral ties.
The Indian President's statement was a mixture of blatant lies,
misgivings and twisted thinking and reflective of Indian strategy
and typical Hindu mentality. Is he not aware what the Hindus did
to Muslim women during Partition or is he ignorant of what the
Indian security forces are doing now to Kashmiri women? Are they
the common values and traditions on which Pakistan and India can
normalise their relations?

What has been said above does not mean that we are not desirous of
peace with our neighbours and favour confrontation and war. Our
religion Islam teaches peace and conciliation but inspires the
Muslims to retaliate and counter every conspiracy and aggression
against the Muslims. The issue of Hindu-Muslim friendship is
nothing new. The Muslims ruled over the Hindus for above 1,000
years and the Muslims witnessed their rule for many years. History
has preserved all the upheavals. Islam bars the Muslims from
extending a hand of friendship to the Hindus unless the latter
change their thinking and nature. The last Prophet of God,
Mohammad (PBUH), has said: "If someone tells me that Mt Uhad has
moved for miles, I will accept it but if someone says that an
individual or a people have changed their nature without embracing
Islam, I will never accept it."
