There are currently 1.7 Indians working in Saudi Arabia, the largest group of foreign workers. Dubai, Qatar and Oman and literally taken over by Indian businesses. About 70 percent of Indian oil comes from the Gulf. None of the Arab countries have criticized the recent killing of Muslims in India. The new public awareness dynamics created by the Al-Jazeera network in the Arab world opens the possibility that an educated Arab public opinion may put some pressure on India. India is concerned about it. More than 12 percent of the Indian diplomatic force is Muslim as compared to less than one percent of other civil services where they are heavily discriminated against. Occasionally, India appoints a Muslim president, who serves as a figurehead only, with no real power. Indian propaganda is so strong in the Arab world, that when a recent New York Times article criticized Arabs for not speaking out on Indian Muslims while protesting the killing of Palestinians, some in the Arab media actually defended the silence of the Arab world.
