Title - It is maximum confusion programme, says Jaya
Publication - Indian Express
Date - 8/6/96

Madras, June 7 ; The Common Minimum Programme (CMP)
announced by the ruling United Front (UF) at Centre has
exposed the ideological bankruptcy of the Front,
according to AIADMK general secretary and former TN Chief
Minister J. Jayalalitha.

In a statement on Thursday, she described the CMP as a
torn shirt, patched up with multi-coloured clothes, which
had become a laughing stock among the public. "The common
minimum programme is nothing but maximum confusion
programme", she stated.

"All the 13 parties in the UF had fought the general
elections against Congress. But they have not announced
any major changes in the policies adopted by the
Congress, in their CMP. This exposes the confusion
prevailing in the UF. It also foretells the shape of
things to come in the future," she said.

According to her, there was nothing new about the
promises made in the CMP, like providing made in the CMP,
like providing education, employment and drinking water
to all, running corruption-free government, working hard
for industrial growth and giving priority to farm sector
in development plans. There was no mention about the ways
and means by which these goals would be achieved, she
pointed out.

The UF had not spelt out its economic policy clearly. The
CMP was not clear about the future of the New Economic
Policy initiated by former Finance Minister Manmohan
Singh, Foreign Investment and Dunkel Agreement, she
opined.

Instead of removing the article 356 in the constitution,
the CMP says that it would be amended, "Why has nothing
been said about the UF govt's stance on the national
language policy? What happened to the DMK's anti-Hindi
stand and the demand for Tamil to be made as official
language on par with Hindi?" she wanted to know.

Similarly there was no concrete proposal in the CMP on
sharing of river waters between the states, she added.
