Sir, - This refers to Mr Mulayam Singh Yadav's statement
regarding the establishment of a confederation of India,
Pakistan and Bangladesh, made in Parliament on May 28
during the motion of confidence. I feel that he has
confused that long-term with the short-term objective:
the ultimate reunification of the sub-continent in peace
and friendship, with the immediate question of dealing
with illegal immigration from Bangladesh, whatever be its
scale.
Many of us subscribe to the concept of the physical,
cultural and economic unity of the sub-continent but no
sovereign state can underwrite illegal immigration from a
neighbouring country. Such illegal immigration is
different from legal movement from one country to
another. However, considering the human and economic
aspects of illegal immmigration and its motivated
expoitation by the BJP and its allies for selective
disenfranchisement of Indian citizens professing a
particular religion, legal safeguards have to be
instituted. The Supreme Court itself has laid down a
procedure for the identification of foreign nationals in
connection with the Mumbai case relating to revision of
electoral rolls. This must be adhered to. No citizen
should be harassed, far less disenfranchised arbitrarily,
by any individual or party, without due process of law.
