Unidentified assailants gunned down the deputy inspector-general of the special
security bureau, A.C. Kumar, at Lamphelpat here this morning. One of his
bodyguards was also killed.

The 50-year-old officer, also the deputy inspector-general of Village Volunteer
Force, Manipur-Nagaland division, was on his routine bicycle ride when the killers
struck at 5.25 am.

Kumar was accompanied by two bodyguards, Naik Ranjan Singh and Lance Naik. The
assailants opened fire near the deputy commissioner's office.

They pumped three bullets into Kumar's head from point-blank range, killing the
officer on spot. Ranjan Singh was hit in the chest. Their bodies were taken to
the nearby Regional Institute of Medical Science for post mortem.

Kumar, who was from New Delhi, took over as deputy inspector-general of the
special service bureau here a few months ago. Officials said he was to leave for
New Delhi tomorrow, following the end of his tenure.

Kumar is survived by his wife, two sons and a daughter. His wife and children are
likely to arrive here soon. The bureau's principal director is also likely to
come here following the killings, sources said.

The other bodyguard, Angom Kirka, who was a little behind the two men, escaped
unhurt. He rushed back to the bureau camp.

No insurgent group has claimed responsibility for the incident so far. It is
believed the attackers used a Maruti van to flee the site.

Police commandos have been pressed into action to track down the culprits.
Investigation is on to find out how insurgents could enter high security Lamphel
area.

A high-level meeting reviewed the prevailing law and order situation. A press
release issued by the divisional organiser of the bureau condemned the killings
and said Kumar was a peace-loving person and never carried any arms or moved
around with armed bodyguards. The bureau said it was neither a security nor an
intelligence agency.

This was the second major attack on the bureau in Manipur. At least six bureau
personnel were killed in an ambush in Langthabal in March 1992.
