Mr Joginder Singh has the dubious distinction of being the first CBI chief
to have been sent packing by the Prime Minister. His exit also marks a
departure from established tradition. Most CBI chiefs have had secure
tenures, and for good reason. Quite a few have. even been granted service
extensions. This has not been the lot of Joginder Singh. His transfer
suggests that, unlike his predecessors, he has not enjoyed the confidence
of his political master - Mr Inder Kumar Gujral in his case.
How Singh's tenure has been disappointing is not very evident. He
certainly cannot be faulted for dragging his feet over arraignment of the
corrupt, including some of the highest of the land. With an activist
judiciary breathing down his neck, he could not have played the courtier
even if so inclined. Nor has his 11-month stint in the agency been
lacklustre. The retrieval of the confidential Swiss documents in connection
with the Bofors case, the seizure of huge cash and other incriminating
documents from former telecom minister Sukh Ram's residence, the filing of
chargesheets against those involved in the fodder seam, and the arrest of
the absconding CRB boss Bhansali from Hong Kong are unparalleled records
that speak for themselves.
