Underworld don Dawood Ibrahim has clandestinely employed number of former
Intelligence officials both within and outside India to seek their
expertise on various legal matters which has time and again thwarted Indian
intelligence agencies move to bring him to the country for trial.

According to intelligence sources, as many as 13 former senior CBI
officials, 10 former Intelligence Bureau officials and seven former
Research and Analysis Wing officials have reportedly been given jobs at a
very high salary for non-productive works by Dawood Ibrahim in Dubai alone.

"It is surprising for us that each time when we make a move the fellow is
alerted much before our arrival. He has in fact told us twice over
telephone that our visit won't be fruitful this time."

"At the same time (Dawood) welcomes us on the arrival at our hotel room and
informs us about the difficulties we are likely to face during the stay.
That later turns out to be true," wonders a intelligence source.

Dawood has floated number of bogus projects and institutes in India under
which these retired intelligence officials are employed in a permanent
basis for virtually 'no work', sources claimed.

But whenever there is any move by the Indian intelligence agencies to bring
him to India, either directly or through Interpol, Dawood thwarts. the
entire effort by changing his hide-outs. "Sometimes he leaves a particular
place for months together and resurfaces again," says a senior intelligence
official.

Thus the intelligence monitoring track is lost just half a through and the
negotiation efforts with the Dubai authorities, with whom India does not
have any extradition treaty, suffer a setback.

Dawood's move is suspected by intelligence agencies that someone who is
well-versed with Indian criminal justice system and various international
legal proceedings, particularly that of Interpol's, is helping him
systematically.

In June, when a team of Enforcement Directorate officials wanted to visit
Dubai in connection with FERA violation cases in which Dawood is an
accused, these officials received advance phone calls at their residence
not to proceed to Dubai otherwise they have to bear the consequences.

The underworld don, who is a most 'wanted' criminal by the Indian police
since 1993 when a serial bomb blast went off in Mumbai like a Hollywood
movie, has to face as many as 38 trials in India alone for various crimes.

Besides, the local police and CBI want to interrogate Dawood in number of
cases, including the recent killings of Mumbai film personalities in which
Dawood's hand is widely suspected.

The don who currently resides in Dubai and is having more than half-a-dozen
different passports at his disposal, is a frequent visitor to Middle East
and South East Asia. He has got a dual citizenship in UAE and Pakistan and
has reportedly built a mansion in Dubai, claimed intelligence sources.

These fake institutes are quite active in the country. Their bogus source
of funding and international partners are understood to have been under
close scrutiny since 1995. Some institutes are engaged in providing private
security arrangements to corporate houses and influential persons.

The sources, however, claimed that those are employed in Dawood's project
may not necessarily be knowing about the exact operations of their
employee. Dawood's offices have flourished during the past two years in
Mumbai, Delhi, Bangalore and Hyderabad.

These former officials are reportedly drawing monthly salary of Rs 2 lakhs
which is 20 times more than their last working salary, the sources claimed.

'Re racket was first time noticed by a CBI official who was associated with
the Bombay blasts case some three years ago. "Dawood used to instruct his
lawyers in India to undertake quick moves to protect his properties and
buildings in Mumbai when the government bulldozed his multi-billion
empire," the sources said.

Dawood successfully resisted two major moves to protect his properties in
taking legal loopholes which is suspected to be a handiwork of some
superbrains who are thorough in criminal justice system.
