The following are the salient points made by Shri Atal Bihari
Vajpayee during his concluding speech at the National Executive
meeting at Bhubaneshwar on December 21, 1998:

There will no doubt be a pro-BJP wave this time. India's
electoral history has witnessed both positive and negative waves.
In the 1977 elections after the lifting of the emergency, there
was a negative wave against the Congress. After the
disintegration of the Janata Party, there was once again a
negative wave - but this time against the Janata Party. In the
1984 election, the country witnessed a positive wave in favour of
the Congress due to the sympathy generated by the assassination
of Shrimati Indira Gandhi.

This time, the BJP will benefit from both a negative wave and a
positive wave. The Former due o the people's anger against the
Congress and the United Front for having thrust a costly and
unnecessary mid-term election on the country. The latter will be
on account of the people's desire to give the BJP a chance.

In the past 40 years, we have fought many elections and tasted
both victory and defeat. However, neither has victory made us
arrogant, nor has defeat made us despondent.

Our Party is being criticised for some of our decisions in recent
months. When the Congress and the United Front did the same
things in order to keep the BJP out, our critics had remained
silent. The lesson to be drawn from this is that the people have
very high expectations from the BJP. And we must do our utmost to
fulfill them.

The bugle of the battle has been sounded. But the battle has not
yet started. In the two months we have at our, disposal, we must
choose good candidates and leave no effort to organise our
campaign In the most effective manner. We must leave nothing to
chance in this regard.

Our adversaries can be expected to close their ranks with the
sole aim of countering the BJP wave. In this battle, our greatest
guarantee of victory Is people's support.

The pro-BJP wave has started. It can only gain greater and
greater momentum as days and weeks pass by. The challenge before
us is how to put this massive wave into ballot boxes on the
polling day. Let us go back from Bhubaneshwar with the resolve
to succeed in this challenge in Election '98.
