A series of secret meetings of the front-ranking Nepal- based ISI agents and Kashmiri militants were held in Kathmandu during the last three months where it was decided to step up anti-India subversive activities.

The ISI has planned major violence on August 15 and also set up a committee to execute it, according to a classified document of the State Intelligence Bureau (SIB).  The document, a copy of which is available with The Pioneer, reveals that several ISI agents with Dawood Ibrahim connection met in Kathmandu's well-known Hotel Salti between May and July and chalked out plans to disturb India's Independence Day celebrations.

According to the report of the SP of SIB Amitabh Ranjan those who attended these secret meetings included Dipak Malhotra, DR Tulsi Giri, Mahboob Shah (all allegedly linked to the ISI) and Kashmiri militant Tariq Aham, and trans-border smugglers Rajendra Bhakata Shreshtha, Bhaskar Rajkarnikar, Naim Shah, Tahir Shah, Jamil Shah (all Nepali citizens).  The name of a Nepali Congress leader has also cropped up in the report.

The report states that the anti-India elements might try to execute some violent design on August 15.  Two persons named Jarnail Singh and Baljit Singh who have alleged connection with the Babbar Khalsa International and Khalistan Zindabad Force have been reportedly entrusted with the task of heading the squad formed for this purpose.

The report also revealed that Mahboob Shah will be camping in the terai region of Nepal to 'work' in the Muslim-dominated areas while Dipak Malhotra and Rajendra Bhakt Shrestha will be based in Kathmandu.  The two would also be expected to win over the security guards at the Tribhuvan Airport.

The report says that these groups were also involved in running fake currency rackets in India with support from Pakistan.  Chota Rajan's syndicate and Zamir Shah alias Zamin Shah, owner of a private cable TV network, are also reportedly involved in running the fake currency racket, according to the report.

The report has also disclosed that an official of the Pakistan Embassy in Nepal Nasim Sakur was providing active support to these groups.  Another Pakistan citizen Shawaz alias Khalid Aslam was also equally active in supporting anti-India activities from Nepalese soil.

Several other business men from Sitamadhi, Katihar, Birjganj, Ram Nagar in West Champaran are also linked to the gangs involved in running fake currency rackets.

According to the report smuggler Hasan Ansari had close association with the Bahujan Samjwadi Party MLA from Farbisganj Jakir Anwar, who is a history-sheeter and had won the Assembly election from behind the bar.
