Resolution No. 01
Communal Disturbances

RSS views with grave concern the recent spate of violent disturbances engineered by Muslim mobs in different parts of the country. A series of communal out bursts in various places such as Sambhal (UP), Ranchi (Jharkhand), Tamilnadu and Karnataka vitiated the peaceful atmosphere in the country when a rumour emanated from Delhi that a copy of the holy Koran was burnt. This rumour was seized as provocation enough to indulge in burning of public property and assaults on police stations in such distant places as Aurangabad, Pune, Nanded, Hydrabad, Mumbai and Ahemedabad. Dreadful news has come from of Kanpur, which witnessed unbridled violence in the name of Namaj on Juma day. Six people including the local Additional District Magistrate were killed in broad day light. The bullet that killed the ADM was fired from an AK-47 and was fired from within the Masjid. Bomb attacks on temple took place and Idols were broken and thrown away in gutters. The brutality with which four young workers of the RSS, all between 17 and 26 years of age, were murdered by Muslim hooligans, with the connivance of local Muslim police officer, in the Basanti thana area of the South 24 paragana in West Bengal is bloodcurdling. None of the culprits, not even the known suspects have been arrested as yet. The Kolkata Bengali language paper, 'BARTAMAN' of 22-02-2001 described it as "Kashmir being perpetrated." The incident can be traced to the nefarious activities of the ISI, which is spreading its tentacles far and wide. Similar ugly incidents followed in Siwan & Sitamari (Bihar) and Noida (UP) where violent communalism disturbed normal social life. RSS urges the Central and states Governments to put down with an iron hand all such violent and anti-national m Machinations of extremist Muslim groups.

Resolution No. 02
Jammu & Kashmir

RSS feels perturbed over the recent happenings in the state of J&K in general and in the Kashmir Valley in particular. The Government's decision of unilateral cease fire did not bring about the desired results. It is true that hostilities on the LOC declined but there was no letup in terrorist activities in the Valley. Along with targeting the civilian population, as is evident from the killings of the innocent Sikhs, terrorist groups have, during the intervening period, become so audacious as to strike at security installations and forces. Three months should have been sufficient time for experimentation; but the Government, in its wisdom, thought it fit to extend the time of the cease-fire. Though RSS has no reason to doubt the Govt.'s assessment of the situation, it would like to emphasise that the cease fire is not an end in itself. It wants to emphasize that a dialogue with outfits that are really interested in peace through negotiations be started at the earliest, and at the same time insurgent terrorism be put down with an iron hand, giving the security forces freedom of decision and action, including destruction of the terrorist training centres in POK.

Acutely suffering from discriminatory and partisan policies of the state Government for the last more than half a century, a demand for Union Territory status for Laddakh and an agitation for separate statehood for Jammu are getting stronger by the day. There is also the problem of rehabilitating Kashmiri Hindus uprooted from their homes. In view of the various aspects of this intricate situation, RSS will set up a committee to examine the problem in depth, and make recommendations within two months, which will be considered in coming July.

Resolution No. 03
Ram Janmabhoomi

RSS endorses the decision of the Dharma Samsad called by VHP at MahaKumbh to go ahead with the building of Ram Mandir at Ayodhya on a grand scale. It also-welcomes the wise decision of the Dharma Samsad to allow sufficient time for the Government to do away with the hurdles needlessly obstructing the temple construction over almost a decade.

The ball is now in the Government's court, and it is up to them to explore every avenue to respect the national sentiment vis-a-vis the Temple. The unanimous will of the people has been expressed in this respect several times before - especially through the presentation to the President in 1993 of the world record of nearly 100 million signatures from all sections of our countrymen. RSS hopes no communal or obstructionist tactics of interested groups will be allowed to succeed. It also entreats the enlightened section of Muslims to come forth courageously to lead co-religionists held in the grip of a few obscurantist, fundamentalist self-professed exponents of Islam. In the meanwhile, RSS calls upon the general masses, and Sangh Swayamsevaks in particular, to participate in the step-by-step programmes planned by the Dharma Samsad for mobilisation of public opinion in this regard.

Resolution No. 04
Cow Protection

RSS expresses deep anxiety over the increasing decimation of the Cow and her progeny, which are held in great reverence by the people of Bharat for thousands of years and which constitutes the agricultural backbone of the country's economy. It is unfortunate that a country with a long tradition of Cow-Protection should resort to slaughter of cattle wealth just to placate a handful of Muslim groups and earn a little foreign exchange. Slaughter houses are on an increase and methods are being mechanised. Nearly 3 lakh cattle are mercilessly slaughtered every day. Meat-export which stood at 70,000 tons in 1976, has by 1997 reached an enormous 13,80,000 tons. This activity is receiving government support. Its various departments are providing monetary subsidies for the construction of slaughter-houses, and for production and export of meat. As a result the proportion of 430 Cattle for 1,000 population in 1951, has come down to a bare 50 for the same number today. A special committee to hike export trade in meat during the current tenth 5 year plan has been appointed under the chairmanship of the biggest meat exporter at the time when the 2600th birth anniversary celebrations of Bhagwan Mahavir, epitome of non-violence and compassion, are under way, and more so when the current year has been officially declared 'Ahimsa Year'. With the loss of Cow-wealth dependence on foreign sources in respect of milk and milk products will increase, and dependence on chemical fertiliser will be inescapable. Fertility of the land will be depleted and millions of people engaged in cultivation and cattle care will be rendered jobless.

Cow dung and cow urine have medical ingredients. Their potential for generating energy, cooking gas and pesticides, besides yielding organic manure, is well proved by modern methods. Dung also assures fertility of land, a high-yielding potential, and promotion of self-reliant villages and pollution-free industries. In a democratic set up popular sentiments cannot be flouted. Cow-protection is an article of faith. It was the cherished desire of all great men belonging to Vaidic, Jain, Buddhist, Sikh and other faiths. Such eminent leaders as Maharshi Dayananda, Lokmanya Tilak, Mahatma Gandhi, Vinoba Bhave and others aspired for it. An effective expression in this behalf has manifested itself from time to time in the form of public agitations. Moreover prohibition of Cow-slaughter is a mandate incorporated in the Directive Principles of the Constitution.

RSS appeals to Parliament as the representative body of the people to honour popular sentiment by legislating a measure banning cow-slaughter throughout the country at the earliest. It further urges the Central Government to immediately stop to meat export and subsidies to slaughter houses and meat export enterprises. It urges the Government to create a Central Goseva (Cow bare) Commission to attend to issues of protection and promotion of cattlewealth and to safeguard soil fertility.

Demolition of Buddha Statues

Taliban rulers of Afganistan have blasted the renowned Bamiyan statues of Bhagwan Buddha. All other statues have also been demolished. The offer from some countries including Bharat to buy those statues was turned down with the comment by the Taliban ruler Mulla Umar that 'Islam orders us to become butshikans (iconoclasts) and not butpharosh (icon sellers)'. Mahmood Ghaznavi too had similarly replied about 1000 years ago while demolishing the idol of Somnath. RSS denounces this act of demolition. How much this incident has stirred the conscience of the whole world is evident from the condemnation of the ghastly act by UN Secretary General Kofi Annan, as also every civilized country of the world. Some fundamentalists and pseudo-secularists in our country have tried to defend this foul Taliban-act by describing it as a reaction to the demolition of the so-called Babari structure in Ayodhya. But the Taliban itself has refuted this argument. Babar too in the 16th century meted out the same treatment to the Ram Temple at Ayodhya and other sacred temples as the Taliban has now done: which made Guru Nanak call his army a "marriage procession of sin." Countries which are denouncing this action include even Islamic countries like Indonesia, Malaysia and Egypt, who even after adopting Islam did not alienate themselves from their heritage and have given a national tinge to Islam in their countries. In Bharat also some enlightened Muslim intellectuals have stated that passing through the sieve of Bharatiya culture Islam has acquired its own 'Ganga-Jamuni' hue in Hindusthan. They termed the action of Taliban "madness perpetrated in the name of Islam." They represent that section of the Muslim population who want to interpret Islam in the modern context. Unfortunately such enlightened intellectuals have not come forward to provide leadership to the common Muslim masses.

RSS appeals to such enlightened Muslims to come forward to extricate the Muslim community from the seventh-century mentality and establish that form of Islam which would be, in tune with the present times, as also with the Bharatiya cultural concept of "Truth is one and the wise ones describe it in various ways." Only such a form of Islam will enable the Muslims of Bharat to emotionally relate themselves to this land and serve the motherland.

Resolution No. 06
Bhagwan Mahavir Jayanti

The coming Chaitra Shukla 13, Kali Yugabd 5103 (April 6,2001) marks the joyous and holy beginning of the 2600th birth year of the 24th Tirthankar, Bhagwan Mahaveer. The life of Bhagwan Mahaveer was a shining symbol of eternal principles like non-violence, truth, non stealing, celibacy and non-acquisition, essential for universal harmony and the well-being of all. Enlightened great men are a heritage of the entire society. The value and relevance of the life of Bhagwan Mahaveer and the principles he expounded assume vital importance in the present-day climate vitiated by infatuation of material consumerism and power-mad politics.

The RSS exhorts all countrymen to participate in programmes planned on the occasion of the 2600th Mahaveer birth anniversary and draw inspiration from his life and ideals. RSS also urges Swayamsevaks to participate in these programmes and also propagate the life-mission and ideals of Bhagwan Mahaveer with a view to bringing about social awakening among our people.
