Dimasa - Hmar Communal conflict in Assam

Dimasa - Hmar Communal conflict in Assam

Resolution No: 10
Vishwa Hindu Parishad

The Cachar and North Cachar Hills districts of Assam located in the southern banks of river Brahmaputra witnessed the worst ever-ethnic mayhem between the Dimasa and Hmar tribes, rattling the age-old bonhomie. The mercury soared to new summit with the summary execution of 27 Dimasas in March 2003 culminating in to mass exodus of Dimasas leaving their hearth and home to make shift refugee centers. The violence continues unabated till date with the uprooting and torching of 60 villages displacing thousands of Dimasas. The Hmars acted strategically by shifting their children and women folk to neighboring Manipur and Mizoram with the Hmar youth detaining in the villages to slaughter the Dimasas.

The genesis of the present conflict lies in the venomous attempts by the Christian Missionaries to proselytize then non-Christian tribe that is the Hindu Dimasas to Christianity. It owes its origin to the missionary vision of a Christian corridor to the north and south of Assam, the ulterior aim being the balkanization of Bharat.

The Dimasas are demographically the largest tribe in the North Cachar Hills district followed by the Nagas and Hmars. They are also one of the few tribes of the northeast who have successfully with stood the Hurricane unleashed by the Christian missionaries to proselytize the region by clinging to their traditional faith. They inhabit the North Cachar Hills, which is sandwiched between the Christian dominated states of Nagaland, Mizoram, Meghalay as well as Manipur. The missionaries were largely successful in their malicious mission, thanks largely to the pre independence British Raj and later by the apathy of the minority appeasing secular Raj.

The Hmars who ethically belong to the chin-Kuki-Mizo stock inhabiting the states of Mizoram, Manipur and Assam are predominantly Christians, have now embarked on faith expansion spree aided and abetted by the foreign Christian Missionaries. They are ably assisted by the Illinois (USA) based Hmar theological scholar Rochunga Pudiate who went on a mass propaganda and fund raising caravan in the west high lighting the Hmar cause and soliciting donations, which was overwhelmingly responded.

The ground was made fertile for the ethnic cleansing of the Dimasas by another Illinois based "Indo - Burma Pioneering Mission" sponsored "Partnership Mission Society located at Slelmat in Manipur which recently purchased the Diguncherra Tea Garden of the Paticherra Tea Estate owned by the Kolkata based P.Syam and brothers group for a consideration of Rs. 25 Lacs, ostensibly for educating the Hmar dominated villages of Cachar and North Cachar Hills of modern Tea cultivation as stated by the society director Kh. Thangdallo but was used for camouflaging their anti Hindu proselytizing agenda. The Mission appears to have close fraternal ties with Rochunga Pudiate.

The Hmar Militant out fit the HPC (D), which owes its existence to the Hmar demand of an autonomous Council under the sixth schedule of the constitution in the Hmar dominated region of Mizoram, played in to the hands of the Missionaries. The atmosphere surcharged with the ominous presence of the all-powerful Christian Naga insurgent outfit the NSCN (IM). The NSCN (IM) acted stealthily by patronizing the militant outfit the HPC (D) in implementing the missionary's agenda either by cajoling or by coercing to change their faith to Christianity.

The NSCN (IM), which has well entrenched bases in Myanmar and Bangladesh, began to smell foul with the warming up of the diplomatic relations between New Delhi and Yangon. Fearing reprisals in Myanmar incase of breakdown of ceasefire with the Central Govt., it needed a safe passage from Myanmar to Bangladesh. The North Cachar Hills of Assam acts as the shortest corridor joining the Nagaland and Manipur Hills adjacent to Myanmar with the of Bangladesh. In order to implement this hegemony in the N C Hills, it patronized the Dimasas initially with the hope of Christianizing them for an everlasting religious kinship.

However the Dimasas proved equally obstinate by rigidly holding their faith Hinduism, thus inviting the wrath of the Christian Missionaries who left no stones unturned in getting the NSCN (IM)'s blessings for the Christian Hmars. This is evident from the fact that the HPC (D), which was a rag tag outfit till a few days ago, became a heavily armed group overnight thus instilling mortal fear amongst the Dimasas. The aim is to precipitate their mass exodus to neighboring districts thus reducing their demographic superiority.

The Dimasas feel increasingly isolated and vulnerable to these nefarious activities of Christian Missionaries and their militant progeny.

In the backdrop of the Christian conspiracy, the Governing Council of Vishwa Hindu Parishad demands that the Govt. both the Central as well as the state provide

1. A proper relief and rehabilitation.
2. Special Police Out posts in vulnerable areas.
3. Regular patrolling of Central security forces And
4. To smash the Hmar Militant hideouts and training camps located at N C Hills, Cachar, Manipur and Mizoram.
