Chief Minister Buddhadeb Bhattacharjee today
said that terrorism is threatening India not only on the western border but
also on the eastern fringes. He was speaking at a function organised by the
West Bengal Human Rights Commission at Nandan Complex to mark the 59th anniversary
of the Universal Declaration of Human Rights.
The Chief Minister said that the country,
especially the state, was facing the challenge of terrorism on its eastern
border as well. Bhattacharjee, however, did not name any country in particular.
Sharing the dais with Justice S S Nijjar,
Chief Justice of Calcutta High Court, Bhattacharjee said out of the 15 recommendations
made by the State Human Rights Commission, nine have been accepted by the
state. The other six, he said, are under consideration. The CM, however, said
that paying money (reimbursement) to some individuals, as is recommended by
the commission to the state, is difficult. He said the state is taking National
Human Rights Commission recommendations into consideration about the protection
of human rights.
Bhattacharjee said there are two concepts
on human rights, the US lays emphasis on issues like freedom of speech, press
and multi-party democracy. On the other hand, the Chinese consider other aspects
such as food security and health care as fundamental human rights issues.
Bhattacharjee said a middle path needs to be taken.
Justice Nijjar said enforcement agencies,
the judiciary and the executive, need to work together for the common good
of the people.
