Evaluating PM Modi’s Independence Day Promises

Tomorrow, when Prime Minister Narendra Modi addresses the nation from the ramparts of red fort, it will be his fifth Independence Day speech. PM Modi’s independence day speeches are awaited keenly by many because, among other things, he has a habit of making specific promises, at times with even a deadline alongside them. It is time to assess the promises he made in earlier Independence Day speeches and compare them with delivery.

15th August 2014

1. Promise: Jan Dhan accounts for all

PM Modi: “I wish to connect the poorest citizens of the country with the facility of bank accounts through ‘Pradhanmantri Jan-Dhan Yojana’. “

2. Promise: Governance on Mobile

PM Modi: “We have to move in a direction where every poor person is able to operate his bank account from his mobile, is able to demand various things from the government, can submit applications, can conduct all his business, while on the move, through mobile governance and if this has to be done, we have to move towards ‘digital India’ and if we have to move towards ‘digital India’ then we have a dream.”

Number of e-payment transactions in 2013-14 was Rs 220 Crore and in 2017-18 it grew to 2070.98 crore which is almost eightfold jump.

3. Promise: All schools to have separate toilets for girls

PM Modi: “I, therefore, have to launch a ‘clean India’ campaign from 2nd October this year and carry it forward in 4 years. I want to make a beginning today itself and that is – all schools in the country should have toilets with separate toilets for girls.”


- Under Swachh Vidyalaya initiative 4.17 lakh toilets in 2.61 lakh Government elementary and secondary schools were constructed/re-constructed in just one-year upto 15th August, 2015.

4. Promise – Sustained campaign against corruption

PM Modi: “I want to reaffirm that this nation will get rid of corruption. We can rid the country of corruption; we have to start from the top.”

- Undisclosed income worth Rs. 29,213 crores were detected and admitted and revenues of the ULBs across the country increased.

- About 2.97 lakh shell companies were deregistered

- Income Disclosure Scheme 2016

- Fugitive Economic Offenders Bill

- Action for Amendments in the Prevention of Corruption Act, 1988.

- New Direct Tax Code also initiated to re-write the Income Tax Act.

5. Promise: Electrify every village in 1,000 days

PM Modi: “I, therefore, announce the pledge of the ‘Team India’ of our 1.25 billion countrymen, from the Red Fort, that electricity would be made available to 18,500 villages within the next 1000 days, with the help of states and local bodies.


- 18,452 villages electrified 12 days before target date (completed on 29th April, 2018)

6. Promise: Seed entrepreneurial culture

PM Modi: “Brothers and Sisters, I have to provide strength to start-up and, therefore, I resolve that in the coming days “Start-up India” and “Stand-up India” will be there or the future of the country.”

- Launched by Prime Minister in April, 2016, to promote entrepreneurship among SC/ST women’

- Banks have sanctioned 60,795 loans worth Rs. 13,217 Cr to Scheduled Castes (SCs), Scheduled Tribes (STs) and Women borrowers as on 10th July 2018.

7. Promise - OROP

PM Modi: “I again assure that this Government has accepted “One Rank One Pension” in principle. How it is implemented in view of its nitty-gritty situation, we are taking the talks forward by engaging with its stakeholders.”


- OROP implemented after 40 years. More than 20 lakh ex-servicemen benefitted.

- Total arrears paid Rs. 10,795 Cr as per status report of 1st May 2018.

8. Promise – Ending interviews at entry level in government jobs

PM Modi: “I impress upon the state governments and my colleagues of the Government to discontinue the stage of interview for junior-level posts as soon as possible. Such jobs should be given just on the basis of merit. This would help in curbing corruption, which hurts the poor people, and it would ease out their problem. It is my appeal to endeavour towards this goal. “


Interviews for recruitment to non-gazetted posts in the Central government abolished.

9. Promise – Increase in Pension of Freedom Fighters

PM Modi: “20 % increase in Pension given to freedom fighter families is under our consideration.”


- Swatantrata Sainik Samman Pension of the freedom fighters and their dependents was enhanced w.e.f. 15.08.2016 and allowed receipt of Dearness Relief like pensioners.

- The pension for ex-Andaman political prisoners/spouses increased around 21 percent from Rs 24,775 to Rs 30,000 in August 2016,

- Pension of Freedom fighters who suffered outside British India/spouses category, increased from Rs 23,085 to Rs 28,000

10. Promise – Reaching every village through payment banks

PM Modi: “We have taken measures to convert our post office into a Payment Bank. By setting of these Payment Banks, a network of Banks will be set up across the villages in the country.”


648 India Post Payment banks will be operationalised on August 21, 2018, while 2 are already operational.  These will be linked to 1.55 lakh rural post offices.

They offer savings account facilities up to Rs. 100,000 and other basic account features.

11. Promise – Health Insurance for the poor

PM Modi: “The Government will bear the treatment expenses of a poor family up to one lakh rupees. “


Ayushman Bharat launched to provide comprehensive Health Coverage to 10 crore poor and vulnerable families (approx. 50 crore beneficiaries) upto Rs. 5 lakh per family per year for secondary and tertiary hospitalization.

12. Promise – Smoke-free lives for the poor

PM Modi: “We have launched a dynamic mission under “Ujawala” scheme to get rid of smokes emanating from chulha for my poor mothers. A target has been laid down to provide gas connections to 5 crores poor families within 3 years.”


5.19 Crore families now have been benefitted as on August 14, 2018.

13. Promise – Life of Dignity for Muslim women

PM Modi: “I heartily commend those sisters who have launched this movement, who have been fighting against the ‘Triple Talaq’ and I’m confident that the country will help them in this struggle. The country will help these mothers and sisters in securing this right.


Lok Sabha passed the Muslim Women (Protection of Rights on Marriage) Bill, which seeks to ban instant triple talaq and will lead to imprisonment of up to three years and fine, on 29th December 2017. While the government has shown the spine to restore the dignity of Muslim women, the bill has been pending in the Rajya Sabha due to the delaying tactics of the Opposition led by the Congress party.

14. Promise – Pucca Ghar with assured electricity connection

PM Modi: “We shall build together an India, where the poor will have concrete houses with water and electricity connection.”

- 51 lakh houses sanctioned (as against just 12 lakh in 9 years of previous regime)

As we see above, Prime Minister’s Independence Day speech are not just customary words for the occasion but are backed by the time bound delivery of each promise.
